INTERNATIONAL STUDENT SUPPORT
Creating a Japan chosen by global youth.
Nurturing global talent to support the future of our industries.
Currently, developed countries around the world are experiencing aging populations and declining birthrates similar to Japan, accelerating international competition for workers in manufacturing and construction industries.
For example, in the United States, approximately 30% of construction workers and 75% of agricultural workers are foreign nationals.
Meanwhile, Japan is projected to face a labor shortage of approximately 640,000 workers by 2030 and 970,000 by 2040. The construction and manufacturing industries are particularly affected by the decline in young workers and aging workforce. In fact, workers under 29 years old comprise only 12% of the construction industry, and many companies are already seeking foreign talent as a solution.
To address these societal changes, Career Navigation has launched the "International Student Support Program."
Currently, we collaborate with overseas institutions to support Japanese language school placement for many young people aspiring to study in Japan. While many aim for general positions, some students show interest in construction and electrical industries, and we recognize this potential.
Furthermore, we partner with construction vocational schools in Japan to provide career guidance and on-campus company information sessions for international students, supporting company matching and student selection preparation. By supporting students "beyond learning to employment," we achieve stable career formation with high retention rates.
We also envision establishing specialized educational institutions to train construction and civil engineering management professionals in the future. This is based on our belief that "talent should be developed, not just found."
The International Student Support Program is the first step toward creating a Japan chosen by global youth amid intensifying international talent competition.
We will continue to connect companies with partners who will create the future of construction and manufacturing industries, supporting the sustainability of Japan's industrial sites.

For Construction Companies
The essential solution to labor shortages requires a perspective of "developing talent" rather than just "finding talent."
Currently, the biggest challenge facing the construction and manufacturing industries is the chronic labor shortage, particularly in securing core personnel such as construction management professionals. Meanwhile, developed countries worldwide are already experiencing aging populations, intensifying competition for talented foreign workers. Japan cannot afford to be left behind in this competition.
Our International Student Support Program focuses not only on career development support for international students but also on developing companies' "receptiveness" to foreign talent.
Attempting to hire international students as "people who can work just like Japanese workers" raises recruitment barriers excessively and can result in missed opportunities.
What's important is building recruitment and education systems based on "developing" talent with different cultural and linguistic backgrounds, and transforming companies to become "chosen" by foreign talent.
The International Student Support Program supports not only student development but also:
- Practical diversity training for workplaces
- Document support for "Easy Japanese" conversion
- Support for establishing mentorship programs for international students
- Comprehensive support for recruitment and retention
Through these services, we help enhance companies' recruitment and development capabilities.
